NYS Route 17 (Interstate 86) & Interstate 81 Interchange Design

This project includes design for the reconstruction of the NYS 17/I-81 Interchange. The scope of work consists of developing a multi-phased project that will alleviate the operational and safety deficiencies in and around the NYS 17/I-81 Interchange. Phase I of the project provides improvements to NYS 17 eastbound and westbound that will allow for designation as Interstate 86, as well as improvements to the bridges carrying NYS 17/I-81 over the Chenango River. Phase II of the project will provide improvements to the NYS 17/I-81 overlap section that will eliminate structural, safety and capacity deficiencies. The work involves an extensive public participation program that includes steering committee meetings, public informational meetings, neighborhood meetings and a public hearing. The work also includes development of 3D video traffic simulations of the proposed alternatives, noise walls, retaining walls, drainage improvements, stormwater management and intelligent transportation system (ITS) improvements. In addition, MJ provided a traffic capacity / level of service analysis to evaluate capacity conditions of the existing highway network and its ability to provide capacity for future traffic flow. Various alternative highway interchange layouts were analyzed to determine adequacy of providing capacity and good level of service for future traffic flow. The analysis included components of freeway flow, ramp junctions, signalized and unsignalized intersections and roundabouts for the various no-build and build conditions.
